Season Ticket (Resident/Worker) Terms and Conditions
Local Resident/Worker Season Ticket
Season Tickets are offered exclusively to residents or individuals employed within the Merton Borough. Each application must be supported with proof of residency or employment within the Merton borough before it can be purchased. Season Ticket holders are permitted to park within their chosen car park only and a physical permit is not required to be displayed as it will be observed electronically.
Living in the borough
For the application to be completed you will need to provide one of the following:
- A copy of a signed and dated formal tenancy agreement (by all relevant parties to the agreement) or lease agreement for where you live.
- A copy of your mortgage completion letter valid within the last 12 months
- A copy of a solicitor’s letter confirming purchase of the property
If you do not have the above you will need to provide two of the following dated within the last 3 months:
- Gas, Water, Electricity, Telephone (landline) or Council Tax document
- Inland revenue statement
- Bank/building society statement
- Home or building insurance
- TV licence (3 month date restriction doesn't apply)
Working in the borough
For the application to be completed you will need to provide a valid copy of your contract of employment
Charges
Fuel Type Charges/Supplements
Please be aware that if any of the vehicles you register are a diesel, a supplement charge will apply.
If you register a vehicle with higher CO2 emissions which emits 226g/km or more a Carbon supplement charge will apply.
The fuel supplement is £150 for 12 months. Permits purchased for less than that duration will be charged accordingly e.g. a 6-month permit will pay a supplement of £75.
A fully electric vehicle will cost £50 for 12 months.

Change of Vehicle
You can change your vehicle on your season ticket, please follow these steps to change your vehicle:
- Go to your permit account.
- Click the view your permit.
- Click view/edit
- Change on your vehicle details.
- Then add and pay for your new vehicle.
Once you have successfully changed your vehicle, you will be covered to park immediately.
Please note if you change to a diesel vehicle or a petrol vehicle that has a higher CO2 emission that emits 226g/km or more, there will be a supplement pro rata charge to your change of vehicle.
Refunds
You can cancel your parking permit as follows:
- Go to Login to your permit account.
- Click ‘View your permits’.
- View/Edit your permit you want to cancel.
- Cancel Permit
As soon as you request a permit cancellation you are no longer covered to park. If you park without a valid season ticket permit, you may receive a parking penalty charge notice.
If you are due a refund, it will be processed within 15 working days.
Prevention of Fraud
Please note the following:
- It is a criminal offence if, with intent to deceive, you knowingly make a false statement, supply false documentation or forge documents to get a business parking permit for yourself or others. Merton Council may prosecute if this is believed to be the case. A refund will not be given in such cases.
- Do not copy or laminate any permit under any circumstances, as any such copied permit will be issued a PCN(s).
Your information may be shared with third parties for the purpose of preventing fraud.

Conditions of Use
Merton Council reserves the right to withhold or withdraw a permit if the permit holder:
- fails to comply with these terms and conditions
- fails to update information pertinent to your permit prior to its expiry, such as a change of address or vehicle etc.
- verbally or physically threatens or attacks any Civil Enforcement Officer or any other authorised Merton Council employee
- has 3 or more outstanding/unpaid PCNs within Merton. We define an outstanding PCN as a PCN that has progressed beyond the point where representations can be considered.
Failure to have a valid permit displayed, the vehicle information entered online incorrectly or inform us of a change of vehicle or address may result in a Penalty Charge Notice being issued.
Declaration
By applying for a Season ticket permit within Merton Council, you are as part of your application, accepting the terms and conditions set out in sections 1 – 8 of this documents regarding your business permit.
Data Protection
Please note that the London Borough of Merton is under a duty to protect the public funds under its administration and may therefore use information you have provided for the purpose of the prevention or detection of fraud. Merton Council may also disclose any such information to appropriate agencies for this purpose.
Please note that after your supporting documentation (for proof of residency and/or vehicle ownership) has been validated for the purposes of your permit application; it will be deleted in accordance with Merton's policies and data protection legislation.
