Update 14 June 2019

We are proposing to introduce speed cushions in Rowan Road between Stanford Way and Manor Road, as shown on the plan overleaf. It is believed these features will reduce speed and the risk of personal injury. Please note that this is the only viable option in reducing speed of vehicles at this point in time and will complement the 20mph speed limit that has recently been introduced.

These features will not affect parking.

What happens next

A Notice of our intention to introduce the above proposed measures will be published in the local newspaper and posted on lamp columns in the vicinity. Comments must be put in writing either by e-mailing trafficandhighways@merton.gov.uk or writing to Environment & Regeneration Department, futureMerton, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. Comments must be received no later than 5th July 2019, quoting reference Rowan Road Safety.

Upon completion of the consultation, all representations will be reported to the Cabinet Member for a final decision.

Please note that no response will be made to any representations until after a decision has been made by the Cabinet Member.

Proposed Zebra Crossing

As you may be aware, over the years there have been concerns regarding speed and safety along Rowan Rd. To tackle speed, the Council introduced some features including priority system / build outs outside Lidl. Although, the features have reduced speed of traffic, the Council has been receiving complaints about lack of safe crossing for pedestrians. After careful consideration and discussions with your Ward Councillors and the Cabinet Member, it has been agreed to introduce a zebra crossing as shown on the plan below.

To facilitate the zebra crossing, the Council will be removing the existing priority system and associated buildouts near Lidl. To reduce the speed of traffic, it is proposed to introduce the zebra crossing on top of a speed table. To improve visibility it is also proposed to introduce buildouts. It is intended to introduce these measures as part of the Rowan Road carriageway resurfacing that is programmed for 16th August 2018.
It is important to note that other alternatives such as a pelican crossing have been considered but this area does not meet TfL criteria for a pelican crossing and as a rule, the Council is expected to provide alternative provisions such as a zebra crossing or an informal crossing such as pedestrian islands.

Additionally due to small gaps between existing double yellow lines and the proposed zig zags, it is proposed to extend the existing double yellow lines to prevent obstructive parking.
