The Network Management Plan for Merton sets out how we will carry out the network management duty as required by the Department for Transport under the Traffic Management Act 2004.
The document contains information on how we carry out our network management duty, and includes:
- an overview of the transport environment
- key partnerships and relationships
- details of current operations
- key performance measures
- details of resources and procedures
- an action plan identifying areas for improvement in the service.
The network management duty is an obligation on local traffic authorities to manage their road networks balancing the necessity of works on the highway with the right of road users to expect the minimum disruption from works.
The Secretary of State has the power to intervene in a local traffic authority if he considers that a local traffic authority may be or is failing to perform any of its network management duties.
On 23 April 2007 Merton's Cabinet approved the Network Management Plan for publication with approval for minor amendments delegated to the Director of Environment and Regeneration.
