A Community Toilet Scheme enables members of the public to use toilet facilities for free in participating local businesses, including cafés, shops, restaurants and libraries, during their opening hours.

The Community Toilet Scheme works to increase the number of publicly available toilets. Businesses involved in the scheme work with the council to provide clean, safe, and accessible toilets to everyone, free of charge and with no obligation to make a purchase.

Reviewing Merton’s Community Toilet Scheme

We are reviewing Merton’s Community Toilet Scheme. This page will be updated with information as the review progresses.

Find a public toilet

There are several online maps available to help you find public toilet facilities that can be used without needing to make a purchase – subject to each location’s opening hours:

  • The Great British Toilet Map(link is external)– This map shows the locations of public toilets across the UK, including those involved in Community Toilet Schemes. It includes details about each facility, such as their accessibility, facilities and opening hours.
  • Changing Places Toilets(link is external)– A directory that lists accessible toilets designed for disabled people and parents who require additional facilities. These include specialist equipment such as changing benches and hoists.
  • Transport for London (TfL) Toilet Map– This guide shows toilets available on or near the TfL network, including stations and nearby public locations.

Businesses have the right to refuse entry in exceptional circumstances.
