The government’s white paper, People at the Heart of Care, published in December 2021, outlines a 10-year vision that puts personalised care and support at the heart of adult social care. Ensuring market sustainability and moving towards a fair cost of care are some of the first steps in the journey to achieve this.

Fair cost of care reports

We carried out “fair cost of care” exercises with adult social care providers in 2022 to arrive at a shared understanding of the local cost of providing care. The exercises determined median costs of delivering care within the local area for 18+ domiciliary care and care homes.

As part of the government’s adult social care reforms, we and other councils were required to complete this exercise as one of the first steps towards increasing local market sustainability.

The reports from these exercises are published below. In line with government guidance, they are known as “Annex B” reports.

The reports set out how:

  • the exercise was carried out
  • providers were engaged; and
  • the resulting cost of care for the local area has been determined - this includes the approach taken for return on operations (ROO).
