The Parking Management function is responsible for civil parking and moving traffic enforcement in the London Borough of Merton, it is also responsible for the setting of charges for on and off-street designated parking spaces and parking permits and the management and administration of these assets.
Why we need your information and how we use it
There are two key areas for how we use your information, the first being pursuant to the recovery of outstanding penalty charges, we need this information to write to you to ensure that you are aware of any outstanding actions and the rights you have in relation to them. These penalty charges are issued under the Traffic Management Act 2004 (Parking Contraventions), the London Local Authorities Act (1996) as amended by the 2000 act (Bus lane Contraventions), and The London Local Authorities and Transport for London Act 2003 (Moving Traffic Contraventions). The second relates to the administration and sale of parking permits, we need this information to verify that you live in one of our controlled parking zones, this information is provided consensually so this is not mandated by legislation.
What type of information is collected from you
The information we collect and process is; your name, address and proof of vehicle ownership.
Body-worn cameras
Our Civil Enforcement Officers (CEOs) are equipped with body-worn video cameras. We may use the body-worn camera footage and sound recordings as part of our evidence gathering process when issuing a penalty charge. Body-worn video cameras are also used in the interest of the safety of our staff. In the event that members of the public use threatening behaviour, or are abusive or aggressive towards our staff, we may use the body-worn camera footage and sound recordings as evidence to prosecute perpetrators.
Who your information may be shared with (internally and externally)
We share information with internal departments for pursuing unpaid Penalty Charge Notices (PCN). e.g. Merton Enforcement Agents.
We share information with external bodies in the interests of justice and for the prevention of crime. e.g. London Tribunals, Police
We also obtain information from the DVLA so we can send statutory documents to the address of the registered keeper of the vehicle.
How long we keep your information
We will retain your information for the remainder of the financial year in which your case is closed, and for the next full financial year, and for as long as your case is live.
