Scheme for Financing Schools 

This scheme sets out the financial relationship between the Authority and the maintained schools which it funds. It contains requirements relating to financial management and associated issues, which are binding on both the Authority and on the schools.

School Accountancy FMS Manual and FMS Financial Structure 

 The School Accountancy & FMS Manual supports the new FMS Financial Structure to be installed in schools for the financial year 2008-09.  The manual is a reference for Bursars and Finance Officers bringing controls, filing and FMS instructions for each task in one place and is intended for them to be able to dip into when they are working on a task and be able to find suggested working practices and FMS instructions.  Headteachers will find the guidance offered in this manual will assist them in ensuring that their school complies with the DCSF Financial Management Standard in Schools.

Section 251 Statements 

Local authorities (LAs) are required under section 251 of the Apprenticeships, Skills, Children and Learning Act 2009 to prepare and submit annually to the Secretary of State separate budget and outturn statements about their planned and actual expenditure for their education and children’s social care functions. 

Section 251 replaces Section 52 of the School Standards and Framework Act 1998 in England.  Section 52 still applies in Wales. 

The statements are the primary means of informing schools and the public in general about LA funding and expenditure plans.  The statements are intended to give detailed information in each LA’s planned expenditure on their education and children’s social care functions in a form which allows benchmarking, by schools forums and authorities. 

• How much of the whole education budget the LEA intends to spend on items outside the schools budget; 
• How much the LEA is proposing to retain centrally within the schools budget for school services; 
• How the formula is working to produce budget shares for each school in the LEA's area.
