Latest update
- The conversion and extension of the tower to the north into 150 apartments is underway.
- We’ve granted permission for a south extension to the tower for 68 apartments. We're expecting Criterion Capital to submit revised plans for the south side in early 2016.
April 2014
- Criterion Capital tender for construction work packages was assessed.
- There was a six-month period of negotiation over the construction and engineering details, contract costs and logistical arrangements with third parties.
Winter 2014
- We agreed with Criterion Capital to sign off any remaining planning conditions, relating to s278 highway works, site access and crane licences.
- Construction traffic arrangements were agreed with Transport for London (TfL) who manage the A24 High Street Colliers Wood.
- Criterion Capital put out tenders in February 2014 for construction work packages.
- J.J. Rhatigan prepared the building for the main construction activity which is set to launch in February 2015 and will take approximately 18 months to complete.
- Criterion Capital paid for the s106 planning obligation which is part-funding the public realm upgrades underway through our Connecting Colliers Wood project.
October 2014
- Contractor J.J. Rhatigan was appointed by Criterion Capital to undertake construction of the project.
Autumn – Winter 2013
- Criterion Capital decided to proceed with delivering the development themselves as their partnership with a housing developer had ended.
- We hosted a community design workshop in December 2013 focusing on the public space designs around the tower. At the workshop Criterion Capital gave an update on the tower development.
- Criterion Capital let contracts for the enabling works phase to prepare the site for construction in December 2013.
June 2013
- Siobhan McDonagh MP and local councillors organised a meeting to keep residents updated.

- external materials and architectural details redesigned to include glass cladding and higher quality, contemporary design
- car wash removed
- site hoarding erected
- trees removed
- ground surveys, archaeologic surveys, noise and vibration surveys underway
- glazing samples approved
- design brief for the piazza started
2011- Revisions to the original 2003 scheme emerged.
- Independent viability assessment and residual land valuation undertaken.
- Re-phasing of the development and renegotiation of Section 106 agreement approved in December 2011 (see Report to Planning Applications Committee, December 2011
2008- Original Golfrate scheme s106 signed.
- Planning permission finally granted.
2006-2008
- New proposals developed by London Green. This was subsequently withdrawn following High Court case with Golfrate.
2003- Original scheme submitted by Golfrate.
- Planning permission was granted subject to signing an s106 agreement.
